Transfer of Development Rights

While the preservation of land through the Transfer of Development Rights (TDR) is used in other parts of the nation to preserve land, it has not been used in North Carolina. These programs can be quite complex and involve the “sale” of development rights from designated areas to other property owners in receiving areas wanting to increase the overall density of their development projects.
